The empowerment program aims at sensitizing, mobilizing, and strengthening capacities of the poor and other disadvantaged groups, and grassroots CSOs with the ultimate objective of ensuring their participation in the promotion and protection of human rights at the levels of their operation.

In this regard, the next three year program shall have the following four specific objectives:

• Improving the accessibility of legal and human rights information at the community level;
• Enhancing the capacity and commitment of CBOs and social groupings of the poor at the community level for the promotion of human rights and provision of legal services for the benefit of the poor and the disadvantaged;
• Increasing the commitment and engagement of the poor and their CBOs and social groupings to claim human rights and voice their claims and concerns in important decision-making processes affecting their lives; and
• Improving networking and alliance and hence horizontal learning among CBOs and social groupings of the poor who are engaged in legal empowerment initiatives.
