Consistent with the emphasis on the realization of human rights for all Ethiopians in the vision, mission, aims and operational strategies of APAP, the program structure derives from identification of the causes and obstacles for non-realization of rights. Based on the relationships defined in the international human rights framework, these causes and obstacles have been identified as relating to: the capacity of rights-holders to claim their rights; the capacity of duty-bearers to discharge their human rights obligations; and, the framework for the implementation of human rights.
To address these multi-level problems, the strategic planning process has identified three programs:
These programs are respectively designed to addressing causes and obstacles for non-realization of rights from these three perspectives/levels: building the capacity of rights holders to claim their rights; building the capacity of duty bearers to discharge their obligations; and, advocacy to bring about changes in laws, policies, practices and structures.
